I'll go with Bucharest.
Seeing Kabul's weatherbox reminded me of the fact that some war shows depict the city as being full of palm trees and subtropical plants that wouldn't have a hope of surviving in the real Kabul. Just annoys me that they couldn't have filmed in a place with a representative environment, though I guess most people wouldn't notice and it usually doesn't make a huge difference to the plot.

I'm gonna have to go with Bucharest. Less summer lag than Seoul and wetter than Kabul, and much better summers than either Berlin or Warsaw.

I suppose it's hard to find a place that not only looks similar to Kabul, but is also safe to film in.

Interesting thread idea. My top 4 choices would be: Paris > Berlin > Warszawa > Bucharest
and of course, the two Southeast Asian climates are the bottom two.

TBH I'm surprised at how cool Kabul really is. Now that I look it up I see it's close to 2000 m elevation, so it makes sense.

Went with Algiers in the end. Jerusalem has nicer and wetter winters, but 4 months of 0mm is too dry.
