Looking at the record of Trondheim AP Værnes, the summer with the coldest mean for the warmest month was 1962.
Monthly 24-hr mean Trondheim AP and avg max at that horrible summer 1962: Jun: 10.1c avg max 13.8c Jul: 12.4c avg max 16.5c Aug: 12.5c avg max 16.9c
So our coldest summer, 56 years ago, still warmer than a normal Tromsø - summer.
1965 was almost as bad, 24-hr mean: Jun: 12.9c Jul: 12.5c Aug: 12.6c
Let's hope this is impossible now.
The coldest ever recorded 24-hr mean for each of the summer months are: Jun: 9.5 Jul: 12.4 Aug: 11.8
Our warmest summer month had 24-hr average 20c. No avg max temps back then. The warmest in modern times: July 2014 with 24-hr mean 19.5c with avg max 24.9c (airport), and 19.8c mean and avg max 25.6c (Lade)

Since 1959, Turku's coldest July has had a mean of 14.2C (1965, 1977) and the warmest 21.4C (2010). The all-time record high mean is 22.7C (1804).
The other summer month records since 1959:
June: 11.9C (1962) / 17.6C (1980) August: 12.2C (1987) / 20.3C (2002)

The mean is 20.8C for July and 20.2C for August.

Speaking of Rome:
Hottest August: 93.6/70.9°F in 2003 Coldest August: 82.6/61.3°F in 1984
Summer average highs tend to deviate further above average high than below because the warm Saharan air masses have a greater influence than the cool Atlantic/polar air masses, thus, below average summers in Rome tend to also have above-average rainfall. Thus, theoretically a 95/71°F month, or an 81/60°F month in August is possible with the perfect setup (there was a brief cold front on July 31st-August 1st in 2003 which drags down averages somewhat), and August 1984 had a brief warm spell for the first week with highs in the low 90's before being consistently in the high 70's/low 80's for the rest of the month.

Highs in a typical July here will range from 94°F to 116°F, and lows will range from 74°F to 93°F
