Initially, I chose three cities(Saint Petersburg, Kaliningrad, Saransk) for having lower record highs. Then eliminated Saint Petersburg because of slightly warmer July average low. Between Kaliningrad and Saransk, the former has noticeably cooler average highs in June so Kaliningrad that's my final choice. But this scenario is assuming just if I was an athlete and had to run in the field for 90 minutes.

I'll choose Sochi since it has the best combination in terms of warm temps and decent precipitation.

Volgograd. It’s slightly drier with slightly higher record highs than Rostov-on-don.
Samara and Sochi are a distant 3rd and 4th, the others are well behind them.

Rostov, all the others are far too rainy. Not sure if the stats are correct but Rostov and Volgograd are the only ones here that have less precip days than Sochi. All the others have more precip days than Sochi, despite Sochi being quite a bit wetter.

If I were on vacation I wouldn't want my travel plans get ruined by a rainy day, so I picked the one with the least amount of rainy days and that would be Rostov-on-Don.

Kazan, it's not much different than most of these climates but it's decent. Yekaterinburg, Nizhny Novgorod, Samara all have more than 0 snow days in June. Was there a one-off storm that hit these cities? The record lows are only a little below freezing and it doesn't seem like snow would be common in June there.
