Something bordering D- and E+ for me, ultimately giving D- the benefit of the doubt for the perpetual light (65°N) epic summers. Winters are horrible and cruel, but at the same time, unlike in Northern Sweden's E and F climates, at least you have something to look forward to, and to be honest -10/-20 and -15/-25 doesn't make that big of a difference to me, once it falls below -10°C everything's bad anyway. If the warmth source goes you'll freeze to a solid patch of ice no matter what. If it warms faster in spring, okay, but if it's maritime polar misery like Kiruna I'm not interested. Think of Fairbanks with a greater warm-water influence in the distance bringing snow in winter and a bit more frequent warmth in summer, but with very strong high-pressure systems in summer enabling higher sunshine. Oh, and for the record: here you get April snowfall. There's a lake that slightly inflates spring levels of snowfall through lake-effect bursts. March can experience a few mm of rain late in the month through south-westerlies, which makes that less visible there. That is also what explains those warm summer lows in spite of being far inland at 65°N. Sure, the planet is a bit milder than Earth, hence the faster spring warm-up, but it's still not completely impossible under the right circumstances on Earth.

B–. Needs FAR more snowfall during winter with those frigid temps for even a B+, and will also require some snowfall & sleet during the summer months with much cooler temps (this will favour my maritime side).

Given the name choice that was its intended purpose No, I cannot label it polar on any account; it has a rather subarctic/cool continental notion about it, but certainly not a polar one. In order for it to look polar, it will need far cooler summers—15.5° C / 25.5° C is a much warmer summer than even my own, thus it can hardly be deemed polar. Polar climates should not be "warm" in any month; simple as that. Tundra ET or Polar Ice-Cap EF = Polar.

F. Those winters are intolerable, and well the crummers are gay anyway. The 24/7 daylight in crummer is not drinking-friendly.
