Another difficult choice but I will choose Winnipeg and not by much. Flagstaff's higher snowfall is definitely enticing but the strong sun and higher winter maximums would deplete the snow quite rapidly at that latitude. Winnipeg has sufficiently cold temperatures to maintain a healthy snowpack and also slightly wetter summers with warmer summer lows, which is more important to me than the summer highs. And uh, one has slightly higher average highs and the other has significantly higher record highs...in summer at least.

Winterpeg. Flagstaff is kinda like a glorified Denver, which isn't a horrible thing, but Winnipeg is a great climate just needs hotter summers.

Winnipeg. Flagstaff has decent winters, however not a reliable snowpack.

Flagstaff, and easily! winnipeg is horrific! I think a warmer version of flagstaff would make a very nice climate. A bit monotonously sunny but that is better since its a bit colder than my ideal. Dislike the dry spring unfortunately, and maybe a bit excessively snowy.
I'll take it over Minneapolis too.

Flagstaff for sure. Decent temperatures (despite an overly high diurnal range) and good seasonal variety without being too extreme in any season like Winnipeg is in the winter. Winnipeg is simply too cold for too long for my liking.

Got to go with Flagstaff. More snowfall but with less brutal cold is a good combination. Also, sunnier.

Flagstaff, easily. There comes a point where the warmer summer record highs aren't worth the bitter winter cold in Winterpeg.

Both are okay but have problems. Winnipeg is too cold and dry, Flagstaff too mild and sunny. Winnipeg but only slightly.
