Located in the far northern portion of the Indian part of Kashmir, Leh is a cold desert influenced by its 3,500 m asl elevation. Unlike La Paz, the summer warmth actually breaks through here. On the other hand, its latitude of 34°N causes winters to fall quite a bit below freezing.
My rating is a D-. Summers are okay but the UV would be a significant concern during times when the days are comfortable in terms of temps in the shade. Once the UV drops, the temps fall down significantly anyway. Winters are too cold and being so dry doesn't help its cause either. I would also want several times more precipitation than this (at least 4x more).

C. It’s too stable and spring and summer are too cool. I like the dryness although I’d want more snow and a few more thunderstorms.

Temperatures are mostly great (except the overly high diurnal range), however it loses major points for the extreme dryness.
