Would you prefer an upper Lake Michigan island or a city on the prairie far inland from any moderating bodies of water?
I know Wikipedia sources Weatherbase but the numbers would seem accurate, at least in terms of averages. I'm having some doubts about the June record low (Sturgeon Bay on the mainland has -2ยฐC) but either way...
For me Washington Island wins, Grand Forks is simply too severe in winter for its better summers to compensate for that. I would also appreciate slightly warmer summer nights in Grand Forks, those are better on Washington Island.

THe one in WI is better. It's cold enough in winter and is warm enough in summer, but nothing too extreme which is fine. It's still pretty continental.

Grand Forks. Winters are far too cold either way, and the heat is more exciting in Grand Forks.

Grand Forks for sure.
The winters are overly cold but they're almost certainly sunnier than Washington Island, plus they get that nice dry powdery prairie snow that we get here (which I really like), whereas I'm pretty sure Washington Island is more prone to thick, slushy, wet snow (which I'm not a huge fan of).
The snow totals are nearly identical in the two places and yet WI gets markedly more precipitation in the winter, so either that's due to the wetter snow or they get occasional cold rain (also not a fan of at all) - or a bit of both. In either case I prefer the drier prairie winters of Grand Forks even though they're colder.
And of course Grand Forks has much nicer summers. So it's a fairly easy pick for me.

Grand Forks since it has a longer warm season. Grand Forks probably has more sunshine hours too
