Lisbon. Though did you check the weatherbox as this is one that El likes to vandalise on a regular basis... I took it from the "Climate of Lisbon" page that he doesn't know about, and then manually inserted record highs and lows from the separate listings, it's all in order.

Vienna for sure - great temperatures and precipitation and decent sunshine hours (though winters are overly gloomy for my liking). Lisbon is a decent climate as well but I hate Mediterranean precipitation patterns, and it's too warm in the winter and too sunny overall.

Vienna. Winters are stuck in a bad spot but it's a little better than Lisbon. Does Vienna get storms in summer? Vienna's snow numbers look reasonable. With an average near 0C they will get rain in winter. If precipitation comes during warmer weather like it does for me, the snow total is too high.
It's true, but that climate box is from the centre, which is naturally heavily UHI influenced.
Another factor to consider is elevation. The Centre of Vienna is at around 180 m ASL, while in the NW suburbs and Vienna Woods it can rise to over 500 m, which obviously helps the precipitation falling as snow.
