This is made up of the capital of New Zealand's international airport within the confines of the urban area, although not the primary weather station nearest the city centre along with a 54°N continental climate of European Russia, near the Belorussian border. Wellington's sunshine station is located in Kelburn, and since that one is rainier than the airport, I'd reckon the sunshine may well be above 2,100 hours on the chosen station for this climate battle.
My vote is for Wellington, a C+ climate. It suffers a bit from the extreme winds of the area, but it's still quite a bit better than the D+ climate of Smolensk, that is essentially an upgraded 63°N coastal Sweden-Finland climate.
