Far Northern California valley climate versus an elevated plateau climate quite near the ocean in Southern Brazil.
Mediterranean, unstable with lots of cold rain and the occasional wet snow versus frequent precipitation and mild to warm year round. Happy Camp most likely has lower hours/year in terms of sunshine than a typical Californian inland location, depending on how well the sun has access to that valley during low angle-times. I'm not an expert of that areas topography, but I would assume the amount of blue skies could amount to near 3,000 hours. There are obviously more thunderstorms in Curitiba.
My vote is for Curitiba which a stable A- climate, but Happy Camp is not that bad at all and is a C+.

The idiotically cold summer lows ruin Happy Camp, and the winters are in that slush/wet snow zone. Curitiba it is, likely gets way more storms aswell.

Pacific storms can be squally, but very little thunderstorms. I'd guess by the ocean would be windier, but being in the mountains could amplify the weather

I choose Curitiba. Not great, no winter to speak of, but decent in every month. Happy camp has cooler winters but 8/-1 and rain is no good. Summer is too dry also.

Happy camp!! Solid B despite the absurd summer highs. Really really outstanding fucken freezing cold nights, I can breathe the fresh mountain/ocean air and great winters, although the precip pattern is a bit extreme. Curtiba ain'tt that bad either though, solid C+. Happy Camp is like a crazy form of en.m.wikipedia.org/wiki/Valence_(city)

Close contest, but leaning toward Curitiba. Too mild is better than too extreme. Plus, Happy Camp gets almost no thunderstorms.
