Holy fuck. Well, the winter temps are epic, but it's far too dry and cold from May - September and too dry year-round and also too sunny also probably gets very little snow. I give it a C-/D+

How would RWood rate this? High sunshine seems to be the main thing he wants in a climate. It's sunny but terrible in almost every other way.
I give it an E. Summer is livable, but short. Winter is too cold, too long, and too dry. There's permafrost but almost no snow. I would hate this weather.

May through September is decent and pleasant enough (though not nearly warm enough by summer standards) and the rest of the year is useless, though big props for the sunshine, makes it slightly less awful than many other climates with these sorts of temperatures.
