No county seats in California are farther apart than these two - but who prevails? I think this might be close.
Also it would be cool if people rated Alturas (and possibly San Diego) in the meantime, since I'm interested to see what people think of such an extreme climate for its latitude. It's at 1,300 metres of elevation and hot desert winds are often blocked by the mountain between it and fellow Modoc County settlement Cedarville, which has substantially milder summer lows, being on the side facing Nevada rather than westward.
Modoc County is also as un-Californian politically as you'll get; Republicans always get about 70 % of the vote in presidential elections. Therefore, both climate-wise and politically, it might as well be Wyoming. Still, it is California's north-easternmost county and at 41Β°N and for its elevation, and being inland, it still gets warmer average highs in winter than New York City. The jetstream of maritime air is one fascinating phenomenon...
Either way my vote is for the A- of San Diego over the C+ of Alturas. While I liked San Diego better in the past, now I find it a bit too dry especially considering the crazy wildfires last few years in that state. I'd also fancy summers to have slightly higher diurnals than it has. Alturas is simply a bit too extreme, I do like the snowfall, but I don't fancy the odds of it sticking around. Summer nights are too cold, but still similar to May here, it should be good for allergies because of that. It would take warmer winters than it has or permanent snow cover to lift it up though.
With regards to sunshine, I'd think Alturas is in the 3000's, unless the mountains to the east would block it out during early days.

Alturas, easily. Both are far from ideal, but Alturas is a C- vs. San Diego which is an F.
