The Forks in downtown has a UHI-inspired climate that looks completely different to the airport for 1981-2010. I only found data from May 2000 onwards, I don't know whether it has existed for longer, but since I have an existing Excel template for 2002 onwards, I chose to go with that. As you see here, with July at 21.6ยฐC (26.6/16.6) and January at -14.0ยฐC (-10.1/-17.9), not only has Winnipeg gotten warmer, but the urban heat island definitely makes a lot of difference, making it close to an extreme Dfa climate. I chose to use the airport 1981-2010 sunshine data in the absence of The Forks figures, which would at least provide a guideline for how it's been also later. Snowfall was 113.7 cm (44.8 inches) at the airport for the latest 30-year normals, so right beneath 100 cm would seem reasonable for downtown given those numbers. It's been a bit drier after all, and fewer nights below freezing.
My rating is a D. Summers are excellent, but winters are just a bit too much! That being said, it's definitely better than the airport station with the more moderate lows.

Very good, just a bit dry overall, especially between July to October.
Otherwise, surprisingly good. Yes, the winters are cold but look at those winter sunshine hours!

It still has long and cold, often frigid, winters. It still has very little precipitation.
I'll give it a D- because May to September look good temperature-wise.
