Wonsan, for slightly more moderate summers than Seoul, although I prefer the latter's transition seasons.

Hyesan. Most of these climates are too dry in winter and too wet in summer. Rason and Pyongyang would be good with more even precipitation. Pyeongchang is great in winter, but too wet in summer. Hyesan has fairly even precipitation and good summers. Winter is too cold, but not extremely cold, and it gets decent snow.
