Shelby, MT had a slightly larger deviation at -29.0 f. Not as cold though.
At 1.8/-17.5, Medicine Lake was the coldest place I found.

I'm going to presume you meant February 2018 spent in Le Havre, France, MontaΓ±a, Spain [which is another name for Cantabria], and Montana, Bulgaria!
I'd give this February a solid B+! Santander is a little mild for me, and Montana, Bulgaria a little cold but the stay in Le Havre was wonderful, with the other 2 provding a bit of additional variety!

I rate a C, too cold.
