What on earth is this? It makes Asahikawa look moderate  Kutchan is a town located slightly inland from coastal town Iwanai in the south-western narrow part of Hokkaido, right north of the not-so-active volcano of Mount Yotei. The elevation is between 170-200 m asl and it had 15,573 inhabitants in 2017. It had a small racing circuit nearby, which was how I came across it. Judging by satellite footage, it's not demolished so in theory it could be revived.
E for me, even though temperatures alone would merit a C+. I don't know how the locals don't get submerged in the snow during winter but I guess there are five-metre snowpiles everywhere all the time. Summers are rather good, but winters like that are just way too much. It's the most extreme Hokkaido climate I've yet to find. Probably a bit of orographic lift since it's a bit inland and somewhat above sea level as well.

B.
Good: Solid annual tempearture range, high snowfall, spring has good rain totals
Bad: Rest of year is too wet, high seasonal lag, too much snow, too cloudy, too many wet days
The January record low is suspicious, it's 7C colder than the other months

I really like the laggy September! It isn't the greatest that spring is so chilly though (prefer this version of Sept and may to the inverse).. it gets far too much snow tho and is definitely too gloomy during the winter for my preference. I would give it a C-/D+ since summer looks nice but the rest of the year is too cold and snowy (with more reasonable snow totals, this would be just a C-)

At least crummer record lows stray a nice bit away from the average low.
