Two rather undesirable climates in the eyes of most people battle it out here, both with corresponding averages for 2002-2018 to provide fairness.
Tromsø's sunshine has obviously increased a bit since 1961-1990, but neither Météo Climat nor Infoclimat has it properly listed since more than a decade. Anyway, Kiruna's sunshine rose by as much as 4.8 % in the same time from 1,484 hours to 1,559 hours, so by the same metric Tromsø could/should be about 1,325 hours today, maybe even more than that, given its coastal position and quite warm summers recently.
My choice is Tromsø for the better winters, more snow and better temperatures to be outside in during that sizeable portion of the year affected by the polar night. Kiruna on the other hand has a way better July, but even as early as the next month Tromsø catches up and is far more liveable for most of the year.

Although Meterologiskt institutt can eat a dick. There are like one or two stations with consistent sunshine data, and that's Oslo and I think Bergen does too. Maybe a couple more but that's it.

In any case, Kiruna wins for having warmer summers and more seasonal variation. The warmer fall and warmer nights in general in Tromsø don't help offset the short cool summer.

The 1961-1990 NOAA numbers suggested more than 190 precipitation days for Kiruna, but I'm a bit skeptical of that. Having said that, drizzle will still be more common there. One thing is for sure though, Kiruna will have more than half of what Tromsø has for sure though.

SMHI uses 0.1mm thresholds. Hence the 190 days

Kiruna. Simply far more interesting, and a bit less polar night too. Tromsø is a dull EverBlack climate.

Kiruna any day. Tromso is an embarrassment for the latitude and has suicide fuel sunshine hours.
