Two very nearby climates, 30 miles or close to 50 km between them, but 300 metres different elevations create quite differing climates for being in the tropical latitudes in close proximity. Toluca sees lower annual rainfall in spite of the higher elevation, more frosts, but also fewer heat waves.
Anyway, my vote is for Mexico City, since it's a bit warmer and March would be an excellent month. Still, both are rather good climates. A- vs B+. It's a shame about the strong UV though.

Toluca easily. More variable and not that much drier than CdM.

Mexico City for warmer summers. Toluca's summers are weaker than here. Also if I had to live in a rather constant climate, I'd prefer nice and warm weather over mild to cool weather. Toluca has better winters though.

Mexico city for warmer summers. Toluca is cool at night so it never gets as warm as I'd like. Most of the year in Mexico city is close to my ideal summer averages, Toluca never gets warm enough. The winter in either place is not cold enough to feel like winter and the chance for snow every few years in Toluca doesn't change much.
Maybe with the high elevation and low latitude the sun is so strong that 80F is too hot? I don't know enough to answer that and the weather box doesn't count that sort of thing.

Would Toluca ever get snowfall?
Im assuming it would be extremely rare so Iโll go with Mexico City for being warmer.

I can't find pictures of it though.

I'm leaning towards mexico city here too, although I'd prefer toluca's winter even if it didn't have snow for a more refreshing seasonal contrast. Mexico city looks really nice during the late spring/summer, toluca is still semi-warm but a bit bland, I'm feeling, and the nights are too cool to feel summerlike.
