This is a small settlement in between Kiruna and Narvik, in a rain shadow, cloudy and rather moderated for its high latitude. I chose this one rather than 1991-2017 also on Wikipedia, courtesy of mean maxima and minima being here.
My vote is that it is an F; so yes. Too chilly summers to compensate the cold and dull winters.

Um yeah lommie lmao! Did you really feel the need to ask this? Presume a few of the hars core cold lovers would like this but most would be quite repulsed. At least i suppose it can get the odd warm day so F+

The one thing that speaks against that would be if people find the snow to be too little in volume.

Has to be said that it being in a rain shadow that close to the North Atlantic winds make it a rather interesting climate from that standpoint alone. For me it's an F+ albeit low on the + scale so it's definitely not far off. More summers like 2014 and 2018 in the future and it might make the cut. Winters in themselves aren't that severe, after all - a longer version of upstate Wisconsin without the sun.

D, summer is too short and cool and it gets polar night but winter averages are close to my ideal. Way too cloudy.
I don't give many F grades, it has to be terrible in all months or have deadly temperatures to get an F. Most climates are at least a D-.
