Umea sucks but then it is at 63.8N so it has an excuse..
The forecasts for the places further south are an abomination however especially in NE USA... places at that latitude should be warm by this time of year

Rochester, purely because of how shit it is for it's latitude. Compare it to the same latitude in Europe, and you have places like Nice and Marseille, which are both a million times better.
