So, when was it?
Turku's record low of -38.0C was set in February 1799, but this is unofficial and not recognised by the FMI due to possible inaccurate equipment. So therefore it has to be -35.5C on 2 January 1941.

The record low at CIA is 12.2°F set in January 11th, in 1985. In that cold wave Peretola Airport near Florence reached –9.8°F the next day.

Saskatoon's all-time record low is -50C set on February 1st, 1893.
Winters have gotten much milder in recent years and we very rarely drop below -40 anymore so I doubt we'll break that record. That said, we did come close in January 2004 when we hit -47C, so I guess anything's possible.

Last -20F here was in January 1987, which also happened to be the last -30F.
... -19F was recorded in 1999 and 2003 though.

The UK record of -27.2c was set in Jan 1982 and Dec 1995.
London's record of -16.1c was set in Jan 1963.
Heathrow's record of -13.2c was set in Jan 1963.

Milwaukee: -26F/-32C on 1982-01-17 and 1996-02-03. 2019 reached -23F/-31C, the only -20 since 2000. Not in the poll: Madison, -37F (-38C) on 1951-01-30, followed by -30 on 1963-01-15, the only -30s recorded. Only two years since 2000 reached -20.
Both stations have a POR since 1870, 150 years ago.

-23.9°C on 10 December 1879. However, the coldest since the 1880s were -14.7°C on 2 February 1956. Seems impossible for central Paris to drop below that 1956 value nowadays due to the UHI. FWIW the record for the reference station for your department (Melun) is -19.8°C from Jan 1985. It went below that 1956 value for Paris pretty recently, with -17.5°C in Jan 2010.
