California: Vandenberg AFB area England: Isle of Wight, for mainland Swanage Australia: Jervis Bay Africa (the continent): Both in South Africa; Mossel Bay or the Cape Peninsula Russia: Sochi Crimea: Yalta China: Kunming India: Ooty

Depends on your definition of "area".
Within Saskatchewan it's the extreme southwest of the province, the area around Cypress Hills and Maple Creek, with average highs just below freezing in the winter and average highs above 27C in the summer. Much more similar to the adjacent parts of Alberta than to anywhere else in Saskatchewan.
Within Canada it would be coastal BC for sure, with above-freezing temperatures almost all year round and mild temperatures in the summer. Victoria would be the mildest major city in the country - average highs of 7C in January and 20C in August at the weather station closest to downtown, 8.5C in January / 24C in July at the University, and 7C in December / 22.4C in July and August at the airport.

Defining mildest as "lowest seasonal range", that would be Burrinjuck Dam for the South West Slopes. To be expected, given that Burrinjuck Dam lay on the north-easternmost boundary of the SW Slopes region (scarcely on the 35th parallel South and 148.50th meridian East). Contrarywise, the farther south and west you go, the more "continental" it gets; Carabost and Rosewood share the honour of highest seasonal range.

Elevation depends on temperature definition of "mild"
Annual/daily mean closest to 20-22°C/68-72°F (room temperature standard) = about 800-1200m elevation (include higher parts of Bandung)
Annual high closest to 20-22°C/68-72°F = 1400-1700m elevation
Annual mean closest to 15°C/59°F (mean Earth temperature) = 1800-2000m elevation
Annual high closest to 15°C/59°F = 2400-2600m elevation (mostly near mountain tops)

Yeah, for sure. Winters are 10c which is surprising for its location. Summer lows are like 14-15C which is pretty warm.

In Western Australia, Albany will have nearly all oceanic influence, with not nearly as much exposure to the elements as Perth. Eucla will also be surprisingly consistent. Nhulunbuy will be milder than even Darwin, but in no way is it not hell. In Victoria Portland takes the spot, Port MacDonell takes South Australia, and Tasmania has Stanley. For NZ, Puponga takes South Island and Te Araroa takes North Island.

In the UK - the most SW'ern regions like Penzance or Truro, Cornwall. For islands, Scilly Isles of course, and also the Hebrides Islands, NW Scotland are very mild in winter for their latitude, with cold summers.

Hard to say for Missouri. There's just not a whole lot of variation.
If you want smallest seasonal range, it's probably best to go to the far southeast - summers aren't much hotter in terms of what the thermometer reads (though they are more humid + higher sun angle), but there's a real warming of the winters once you drop off the Ozark Plateau.

Evergreen is the mildest I’ve found in Colorado. There’s some mountain towns with a similar seasonal range but they’re too cold in winter to be considered “mildest”

What or where exactly do you mean by "your area"? In Sydney, or in my area, it's the Port Jackson (Sydney Harbour) region: en.wikipedia.org/wiki/Port_Jackson#ClimateI disagree about Jervis Bay being the mildest in Australia because of its somewhat humid summers (unless you live around there and consider it your "area"?). I'd say the mild places overall in Australia are Albany WA, Kangaroo Island SA, Esperance WA and Narooma, NSW. Port Lincoln, SA may also be a good contender although its summers can occasionally get those hot, 40C+ days (its record high is 48C).
