Jacksonville for me is the best of these. Sunnier winters and slightly cooler summer nights than Houston and NOLA.

Agadir is the best of this group. Too dry but at least it has a Mediterranean pattern. It's the only one (other than Ensenada which is even drier in the winter) with the combination of tolerable summer temps and summer drought.

Cairo is the best of these. I love the sunshine and dryness without it being too hot in summer. It has also never recorded a freeze.

Jacksonville - sunny, fairly consistently warm temps year-round, summer-heavy rainfall pattern and probably lots of storms. It's a pretty nice overall package and the occasional cold snap in winter is a worthwhile price to pay IMHO.

Reluctantly Agadir. Can't imagine how strong UV rays are exposed in Lhasa.

I think Houston gets a slight edge over Jacksonville with its better records and more even precipitation pattern. It was kind of a tough choice though, considering a lot of continental North America's best climates are right within that 30 N latitude ballpark!

Agadir is almost perfect. My dream climate, if a bit dry.
The Chinese climates are offensively pathetic in winters. How laughable for 30'N.
