These climates also would be more comfortable for Olympic activity.

Moscow Montreal Helsinki Stockholm Berlin Munich Most of northern Europe has comfortable summer temps, so I went with the best (coldest) winters. These are getting in the ugly in-between range though, especially the German ones.
Olympics tend to be in cooler or milder climates it seems...or it's just that historically wealthy cities were. And nobody would want the 1900 summer olympic games to be in a place like Phoenix anyway, not without AC. Running races might kill someone.
