It's cold all year round. Their summers are like Richmond's winters (somewhat). So an E. The lack of heavy rainfall and the overall dryness saves it from an F and E-
I believe South Park was based on this city/town?

I give South Park a C. Great between October and April but May-August are terrible. Also, too dry.

C. Winters aren't cold enough, summer nights are too cold, not enough precipitation, and winters are too sunny. Sorry for my harsh criticism lol.
