I’ll go with Jerusalem. Algiers is good but Jerusalem’s slightly cooler and wetter winters win this battle. It’s a solid A climate.

Was about to go with Algiers for the mild winters, but they seem a bit gloomy. So I went with Jerusalem.

But I subconsciously had the Aussie definition of "capital", which means the capital of each state/territory (and Mosul is the capital of the Nineveh Governorate).  |

Too bad Ljubljana was not really taken during the Yugoslav War, as it's easily the capital with the best climate in the world.
