I’ll go with Jerusalem. Algiers is good but Jerusalem’s slightly cooler and wetter winters win this battle. It’s a solid A climate.

Was about to go with Algiers for the mild winters, but they seem a bit gloomy. So I went with Jerusalem.

But I subconsciously had the Aussie definition of "capital", which means the capital of each state/territory (and Mosul is the capital of the Nineveh Governorate).

Too bad Ljubljana was not really taken during the Yugoslav War, as it's easily the capital with the best climate in the world.
