Parts of Southern Chile and Northern Spain could suit your preferences well. Montesquiu you'd like but it's deep in Catalonia so the majority of people likely use Catalan as their mother tongue (as is the case in most of rural Catalonia), so it doesn't count. Northern Spain in higher elevations does have some climates that are Köppen continental though iirc. Spots like Teruel and Segovia are close, but there's probably others.
Montesquiu looks good, even better than Girona but Teruel and Segovia are too dry and Chile in general has the wrong precipitation pattern and is too oceanic. Tandil, Argentina seems decent too. Bogotá. In a definite sense, my top-tier Spanish-speaking climates are Santander and similar climates in Northern Spain, Comodoro Rivadavia, Mar del Plata, etc.
