Toss-up between Kamloops and Kamyshin. I think I'll go with the latter. The colder winters are a worthwhile tradeoff for significantly warmer summer lows, more snow and better storm prospects.

Kamyshin as well, it’s not too sunny though at 2100 annual sunshine hours but summer is sunny. There are a few others that could of been included on this list, like Portsmouth, UK, or Spences Bridge, BC. The TOP 5 best climates would be,
Frankfurt > Prague ≥ Abbeville > Charleroi > Truro
Nice pace of warming in Frankfurt and western Germany in general.

Frankfurt! Kamloops is a bit too prone to extremes and too dry. The Mongolian/far Eastern and Québecois/Newfoundland ones are horrid, perhaps partially except for Blagoveshchensk which is better than expected. This parallel is too chilly for me but western Europe and interior BC are still fairly decent. Kamyshin has similar temps to Mpls, 5 degrees further north.

Arktobe for me. Nice mixture of 4 seasons, and best mix of 4 seasons out of everything.

Truro of these options, but only just. London or Portsmouth are better options and would comfortably win this battle.
