Cape Town
Granted summers are weak, but they're the best of the bunch - and winters are mild enough that I'd be able to wear short sleeves on a majority of days year-round.

Weak yes as temps go, but the strong & persistent southern hemisphere summer sun will compensate things there. I envy Cape Town's glorious sunshine hours. Pretty good for its south-facing, exposed location! 3,000 hrs is just impressive there!

I'll go with Ushuaia for the slightly high precip and lower sun over Punta Arenas. Chillier than ideal in the summer but a good climate nonetheless. All of these places are livable.

It's close but I think Hobart over Christchurch. Christchurch's colder winter nights don't make up for the cloudier summers to me. If there was a big difference in snowfall between the two, maybe that would change things.
Cape Town has the best summer temps but I don't like the precip pattern. The other two are too cold.
