F+. While it is livable (the temperatures are comfortable), but it would be mind-numbingly boring, with the complete lack of hot weather.

It also has extremely mild winters considering the latitude of 37°N, and is one of the most poleward places to never have recorded a frost.

C, Summer is decent but winter is too wet and diurnal range is too small all year. Would be higher if there was larger diurnal ranges, more sun hours, or more temperature variability. The range from record high to record low is only 25C which is similar to many places near the equator.
