Besides Renmark, which is obviously the coldest place in the world relative to latitude by a wide margin, where else are such places? Locations must be at a reasonable elevation as well and not affected by obvious cold ocean currents (like Lima or Walvis Bay). My favorite would be Changsha at 63m asl @ 28N. Summers are typical for the latitude and elevation, but not the winters! Renmark at 34S is not the coldest place in the world by latitude and elevation... lol. The example you gave at 28N has the same mean as Renmark, so China. There are also US locales with a colder annual mean at the same lattitude and elevation.

2021 had an average low of -49C in January there with a "warm" summer. Some comments in this post Mariam Raw-Me is Rome. Ben used to live there and call it Raw-me when he complained about the weather. It was colder than he liked.

A bit late to this interesting forum. Here are three random examples of relatively cold climates for their latitude. Here is a classic example: Inukjuak, Canada at 58ºN; with its high seasonal lag, polar summers and frigid winters even for Siberia. The Hudson Bay cools the climate in summer, while the frozen bay does not stop arctic winds from chilling things further. Next up, is Bouvet Island at 55ºS in the middle of nowhere below the Antarctic Convergence. Winters, as sunless as they are, aren't frigid; but those near-freezing, windy summers restricts vegetation. It is as far from the equator as Denmark is; but it is a subantarctic hellhole due to unending westerly winds pounding the island. Last, but not least is Trujillo, Peru at 8ºS. While not being cold, it is cool for its latitude. Summers are warm and humid (like a cloudier, bone-dry version of Shittney's) and the winters are cool enough (<18ºC) that the climate is technically subtropical (though arid). However, the normals are a bit outdated (so the climate should have warmed like 0.5ºC in each month).
