Davos and Zermatt in Switzerland, Breckenridge and several similar climates in Colorado, USA.
Honorable mentions: Tromsø and surroundings in north Norway, numerous other mountain locations in the USA, Thredbo ski resort in Australia. Also probably some excellent climates in central Slovakia, southern Chile and Argentina, and the South Island of New Zealand, but I haven't been able to find good data there.
I also very much enjoyed Iceland when I visited in May of this year. Despite the low temperatures, it felt much warmer than it was, and I suspect the sunshine hours are not completely accurate. There is a certain chaos to it - almost every day had rain forecast while I was there, but I think I saw sun every single day. Was not a fan of the extremely long days though.
