Survivable I guess but that's pretty bad, especially when you take sunshine hours into account. If it was some highland equatorial climate then it wouldn't be so bad.

Iโm gonna be generous and give it a E. I was gonna give it a F but then I realized that there would be no mosquitoes, venomous animals or dangerous predators in a location with such climate.
Also, for those who wonder what the sunshine hours would be, Turku receives on average 38 hours of sun in November. 38x12 = 456. Therefore that climate would have approximately 456 hours of sunshine a year.
