I dunno, but I could never get used to the Australian 6 zone hardiness (even if they may be more accurate for us). I don't see how the US plant hardiness zones can't fit us well? I think they do fine for us.

Turku Artukainen now has 20 years of complete data, and the hardiness zone is barely 6B with an average annual lowest temp of -20.2C.
For the last 20 years, the year's lowest temp has been in January 7 times, February 8 times, March 2 times and December 3 times.

Milwaukee airport is 6a with an average min of -7.9F/-22.2C. Outside the UHI is 5b.
Madison airport is 5b with an average min of -13.9F/-25.5C. The downtown area is slightly milder but probably still 5b. Rural frost hollows would reach 5a.

9a if I had to guess. -5 to -6 is typically the lowest we go, which means these things (that were planted in 2012) will probably survive for a long, long time to come

Used to be 8b, now apparently 9a as of 2024. I don't think we're zone 9a yet though, as temperatures in the teens have occurred in 2021, 2022 and now this year. They're still very much a threat.
I think we're right on the cusp of 9a though.

Borderline 10b/11a thanks to the ocean ( link). This is using 1989-present data, so likely 10b with the older normals
