October-April in Phoenix, May-September in Flagstaff; I would take Phoenix surprisingly, for the better (though still poor) growing potential and lack of freezing nights; despite those scorching summers. Even for me, I would actually want some more clouds- especially you Phoenix! I think I would give D for Phoenix and D- for Flagstaff.

Phoenix, even though it is too hot in summer even for me and I am not a fan of rock gardening, Flagstaff is too snowy and too cold year round, especially in crummer.
