Mount Wellington obviously, it's the "mildest" of the bunch. If it has to be cold, it should also be rainy, cloudy, and stable.

Is there such a thing as the best Tundra Shithole ?? This is Mt Wellington, Tasmania in Feb 1958. From the summit looking over Hobart 65 years ago ( my father's honeymoon slides )

Hard to say. How windy is Mount Wellington? I guess it's more windy than Reykjahlรญรฐ and Mauna Kea Observatory. How about the sun hours in both Mt Wellington and Mauna Kea. I guess the latter is very sunny, so it's plenty of decent afternoons.
Ushuaia and El Alto would have been better choices, although in case of El Alto, as well as in Mauna Kea, UV indexes might be a bit intimidating.

Gonna have to be Mauna Kea, at least the low-latitude high-elevation sun would make those temps feel a little more comfortable, but still, this battle like which poison will cause the least painful death

I doubt there are any official snow stats/records for Mt Wellington.....and its one of those typical 'roaring fourties' changeable climates with heavy snowfalls being washed away by heavy rainfalls.
