Nope. Absolutely no need here. A coat does the work 90% of the time. It gets to -10C once a decade at most but thats all, our winters are not much different than Cornwall's, the only difference is that our winters have higher diurnal ranges and are more variable. It might feel a bit uncomfortable during the coldest days since our houses are built to removing heat because of our hot summers, but that's manageable for short spells and by drinking lots.

Yes, and too much of it, as I don't have any say on the thermostat. It's currently 24ยฐC inside. Assburger Soviet-style heating. Open the windows a bit? I did it a couple times, though it's the most rediculous way to regulate the indoors temp and I fundamentally dislike it. Also my missus likes it at 23-24ยฐC, so it's not like I can let them wide open. Plus the city noise.

I have a heat pump and central heating that runs on wood. It wouldn't be nice to find yourself here in the winter without heating.

Yes, everyone has heating here. The only type of "house" that lacks heat would be a summer cabin (cottage) but those are not lived in year-round.

Yeah, I don't think there's any insulation in the world that can keep a house at a reasonable temperature in a Saskatchewan winter without heating.
That said, my house is pretty well insulated so it only costs me maybe around $100 a month in natural gas during the coldest time of the year to keep it warm, and I keep the heat around 22C when I'm home and 18C when I'm at work.
