Mexico City. Neither are interesting or have a chance of snow. Mexico City is drier, has more pleasant summers, and presumably better thunderstorms.

Mexico City for being sunnier, less seasonal and avoiding excessively high lows (which I think Buenos Aires occasionally does in summer)

This is a very tough one. Mexico city has mild livable summers while Buenos Aires summers feel like being boiled alive. However, Buenos Aires has colder winters, which is good, although Id prefer the winter dryness of Mexico City.
At the end, I voted Bueno Aires assuming Iโll have aircon.

I don't know which one gets more days with thunderstorms, but I'm pretty sure Buenos Aires gets more severe thunderstorms.

Easily Mexico City. Warmer winters, milder summers and sunnier. Also no chance of the odd snow!

Buenos Aires summers seem like the upper southeast US, fairly good for thunderstorms. I assume a highland plateau wouldn't be great for thunderstorms.

I assume a highland plateau wouldn't be great for thunderstorms. Assumed since itโs in the tropics most of its precipitation is thunderstorms. Buenos Aires gets half its precipitation in the cool season but probably not a lot of thunderstorms then so Iโd think Mexico City gets more. Could be wrong though.

Storm lovers do seem to prioritize storm quantity over quality, so Mexico City may make sense for them. But mid-latitudes will almost always have always stronger storms than the weak storms driven by daily convection in a tropical highland climate, even if the quantity is marginally lower.
