I think that Oregon takes the win because it has all the climates Washington has but also has some incredibly mild climates on the southern coast where you can grow canary island date palms no problem. 60F temperatures occur every winter in places like Brookings Oregon.
Oregon also has some semi-arid, continental-ish climates with high diurnals, hot summers and cold winters.
And no, I don't really care for climates with hot, wet humid summers like in the midwestern and eastern U.S

for the year-round warmth or do you also like the summer rain and storms? I like both the year-round warmth and the ample rain.

This is a tough one. The best climates are in southern Colorado but the question is overall and the Rockies and western slope have shit climates.
So best overall has got to be somewhere where thereโs almost no shit climates and the whole state is some variation of above average, even if thereโs no really good climates.
So Kansas, Kentucky, Maryland, and Delaware.

California. California has the mildest climates in the United States, and most of the state has mild winters and non-humid summers.

California for having mild rainy winters and hot dry summers for the most part. No other state even comes close.
