Unsure. Cherrapunji is tempting though because it's interesting and not some run of the mill hot or cold climate. Also in a beautiful area, in large part thanks to the rain. Surprisingly few rain days over 2.5mm at least despite the scary total rainfall figure. Outside of the monsoon period of June-September, most rain comes in the form of violent thunderstorms that don't last long.

Gulmarg of these mediocre options. Spring looks pretty bad, summer is mediocre, but fall and winter are awesome for India. Dras would be a contender and maybe better since it's not so wet. But there is no reliable climate data.
