Hora din Moldova doesn't sound nice in Swedish. In Swedish, you pronounce it differently, not like håra like in Romanian/Moldovan (it is is the same language).

Moscow for having the most consistent winter snow cover.
Also in the running: Kyiv - better summers, but also more prone to winter thaws Minsk, Vilnius - similar summer, more prone to winter thaws Riga - getting too mild in winter Tallinn - getting too mild in winter and summer Almaty is an interesting choice. It has the right seasonal range but I'd prefer a few degrees cooler in all seasons. The nearby mountains probably have an awesome climate.
The worst is Ashgabat. Too dry and hot.

Wins out over Tbilisi for getting better rain. These two aren't terrible. Moscow and the Baltics are the worst - though if we were doing Russian oblast capitals, there would be a lot that would make those look like subtropical paradises in their own right.
