Here are now the capitals of the autonomous republics and other autonomous entities of the European part of the former Soviet Union. It turned out that there were still more autonomous units in the Asian part than in the European part, I would have thought the opposite. Edit: Grozny is better because it has warmer summers.

Makhachkala for being the warmest of the bunch, and the dry summers are an additional bonus.

Grozny
Actually not bad. Surprisingly, this is one of several that's better than my real climate (along with Elista, Maikop, Vladikavkaz, and Makhachkala).
