Horrific bunch. Izmai for having the "warmest" winters and pleasantly hot summers.
EDIT: Actually Sevastopol is now my choice because the winters are the warmest and the summers are agreeable.

Kovel. The mildest summers but still pretty warm. Subfreezing winters but relatively mild and short. Quick spring warmup. And a nice amount and pattern of precipitation, unlike Sevastopol which is too dry.

Apparently it is. Was a bit surprised. Even Dnipro much further west has a 29.1C avg high in July, Zaporizhzhia in-between 29.3C.
