Would you rather live in Johannesburg without heating or in Glasgow with heating? Leave aside all other factors, and consider both Glasgow and Johannesburg as identical cities except for the climate and for the fact that you won't have heating in your home in one of them. Johannesburg, as although winter nights are chilly, I would just bundle up. Days are pleasant with strong sun; and summers would be fine without a heater! Glasgow has a depressing climate in my opinion: cool, drizzly and cloudy.

I almost never use heat in SLO, so about 2c colder shouldn't be too bad

I would have to go with Glasgow so I wouldn't have to try to sleep in a 50 F room on all those winter nights. Neither place has a warm summer.

I sleep in short sleeves and cotton shorts under a blanket year-round, and my most preferred sleeping temperature is still 75-77 F. If it's too cold in my room, it's harder for me to sleep, just like if it's too warm.

Glasgow. Cooler indoors all year round, and I wouldn't need too much heating in winter (depending on how well insulated the house is).
