Urumqi and San Francisco are important large cities on the west sides of China and the United States. This should be a no-brainer for true heat wankers.

Urumqi for not having one of the coldest crummers in the world for its latitude, San Francisco is cartoonishly horrible.

Urumqi!
Winters are horrible, but summers are actually okay - they aren't horrifically cool and dry like they are in San Franpissco.

Nah I won't take Urumqi's nice hot summers with its subarctic below freezing winters, not matter how much I like heat. I really want to see what Beercules will select here.

SF. Urumqi's superior summers don't make up for the brutally long and cold winters. Plus SF summers a little inland (e.g. San Jose) would be a lot warmer.
