Out of this list based on the climate averages (precip +temps), I'd say Hartley Bay and Kemano are probably the most slushy.

Idk, some subantarctic hellhole like Bouvet Island could be very slushy year-round, with lots of time hovering around the freezing mark. Bouvet Island Climate
