Definitely not, but there are strong E-climates, maybe even D in recent years. And it's not bad at all considering there are plenty of larger settlements around the world with far worse climates, like Norilsk, Reykjavik and Yellowknife.

There are no A climates in New York State, you'd have to go up to somewhere near Matagami, Quebec to find the nearest A.
There are definitely some A- climates though: Lake Placid and the High Peaks area above 500m; also some places near Ogdensburg, Watertown, and Potsdam. Syracuse would be a B+ (highest for a populous city in NYS).

USA, definitely. My second-favourite climate in the world: Breckenridge, Colorado. Missouri, definitely not. The only places that come close are Kirksville (coldest place in the state) and Maryville (NW Missouri frost hollow), both of which are maaaaaybe a B- in an average year, though Missouri has not had many of those lately. Apparently the snowiest place in the state is a town called Edina southwest of Kirksville, but I could find no climate data for it anywhere.

Nowhere in the UK gets an A grade. Everywhere pretty much gets a C. In the south summers are warm enough for me but then the winters are so mild, the central scottish highlands is cold enough for me but lacks summers and sunshine so... eh..

The best UK climates are C+ in the SE.
The only A climates on Earth are found in the Mediterranean and Canary Islands
