The earliest sunset of the new year: Caroline Island, Kiribati claims the earliest sunrise of 2024: 5:43 am UTC+14 -- 2:43 AM in Sydney, 3:43 PM on the 31st in London, 10:43 AM in New York. The UTC+14 time zone was made in the 1990s so that the many small islands of Kiribati could share the same date. Previously it straddled the International Date Line. This also made this remote uninhabited island the first to reach the new millennium which the government used to promote tourism. This article from 1999 claims the first sunrise based on local time is in Antartica, which makes sense. On January 1st, 2000, it was 12:08 AM. Technically the South Pole and similar high latitudes don't have a sunrise since the sun is up all day.
I can't find the exact spot on timeanddate.com. This is pretty close: www.timeanddate.com/sun/@-66.14,135.98. Moving slightly south changes the time zone and sunrise becomes 4am.
I think the article means the first populated place to see the sun, then gives the time in local time. Otherwise the sun rises earlier in other places. Pitt Island appears to use DST, so the sun rises at 5:49 local time, and I don't see anything saying they didn't use DST in the year 2000. But it's still the earliest spot to see a sunrise.

King Edward Point (Grytviken) - 3:56 AM GST (UTC-2) - 05:56 UTC - research base with year-round population. I think this is the earliest outside of Antarctica and uninhabited islands like Southern Thule?

Traces of twilight were visible this evening to the WSW horizon until around 7:13pm (-14° sun angle), 2 degrees lower than nautical dusk end. That was the lowest sun angle I can see the twilight with naked eye
