Has the warmest winters, and the rain does, you know, kind of let up for a while in the winter.
The snowfall in the South Korean one is probably ridiculous.

Dongxing I suppose, at least it's warm with proper summers. Still catastropically cloudy, though.

Changjon easily. It's actually quite good except for the excessive rain in Jul/Aug. There are most likely wetter places in NK though.
