Two (in my opinion) climate fails go up against each other here. In Ayan you'll have to deal with bitterly cold winters, but get slightly warmer summers with 13° higher sun on the coastline of the Okhotsk Sea in Far East Russia and significantly more sun. On the other hand, Tromsø gets moderate winters, more snow, quicker spring warmup in terms of actual temps rather than relative speed and midnight sun in summer with resulting polar night; albeit a weak one with significant twilight, in winter. For me Tromsø wins, Ayan is a complete fail year round, whereas Tromsø at least has moderate winters that enables a lot of outdoor activities without dressing up like a polar bear. Tromsø: E Ayan: F

Ayan for the warmer and wetter summers. Decent snowfall there as well with no winter rain.

Tromsø, by maritime standards. Much snowier, and overall better temps. Tromsø is bloody splendid for a Euro climate; what lowland Scotland was meant to look like.

Tromso easily. It's extremely mild for an arctic climate, in a warm year it could make Cfc by the -3C cutoff, and the record low is similar to Tallahassee, San Antonio, and Chihuahua City. Summers are cool and cloudy, but the precipitation days are decent.
Ayan is wettest in summer, so the warm months are cloudy and rainy. Winter looks sunny, but it's too cold for too long. March is the sunniest month which isn't a good thing. At least the record lows aren't extreme and spring looks like decent winter weather.

Both have suicidal crummers, so it comes down to the one that doesn't have a suicidal winter to match. It is worth noting that Tromso is nearly 25 degrees closer to the North Pole than I am, and it still manages winters significantly milder than mine.

Similar situation to Southeast Alaska - Juneau gets milder winters than we do. I also choose Tromso for the same reasons. Ayan's winters are face-hurting.
